Vibration in Steering when turning

Starting to get a vibration in the steering when turning out of my driveway (not a wheel balace problem). My mates vx also does it so it sounds like a common problem. Does this sound like a rack problem or a power steering pump problem?

Yes fluid was flushed and topped up recently

its not just your wheels rubbing on the inside of your gaurds is it, i had this problem for a while whenever i hardlocked or even nearly hardlocked the wheels they would rub
