Koeniblegh is 402km/h or so... Maybe 403... 1km/h makes a big difference up there lol

I noticed the same thing, some poor photo shopping there!

Its probably because at 400 something km/h a deep dish rim would create a huge amount of drag and quite frankly, moon caps would make it look like a VG Valiant.
The 9ff has actually held the top speed record previously. Set at the Nardo Ring.

it is hardly a production car like the Veyron.
That is the difference. You could cruise to teh shops to get milk and bread
in the Veyron. All the other cars are purpose built rough nuggets in comparison.

A fews ago 9ff took a standard looking 996 911 Turbo with over 800hp and did nearly 240mph with it at Nardo at some tuner challenge held by Continental (the tyre company) which is where they first turned some heads. They've done other top speed attempts at Nardo (I think they might've hit 400kph in another car a year ago or so). Apparently the guy who started 9ff used to work for Ruf and Brabus so he has some experience.

I wouldnt say that the Koenigsegg is a rough nugget... Just not something that you would use every day, and saying that, i woulndt use a veyron everyday either....
