I have a VE SS M6 and I went ss OTR, Xforce 3" cat back anf mafless tune.
Those mods cost me $2,000 and transformed my car....bang for your buck....I think these are the best mods.
You can get more refined exhausts for more cash and hedders are the next step to get the car breathing.
If you want to look more standard go CAI pod filter by SS or another brand as the OTR is a bit...in your face....but you do get extra power and better induction noise.

Andy started a handy thread on N/A 6.0L's, there's a myriad of different mod's with dyno sheet's, so you can make up your own mind.

I could only find 16,987..... :( In all seriousness, to the OP, the real answer is "it depends"! On your budget and likes/dislikes primarily, but other factors as well. The best thing to do is to read heaps on here and see/hear/ride in as many different VEs as you can if possible.
