Can't find a link to the article but in carsguide today, a report regarding sticker price displayed on all vehicles will also be the driveaway price, beginning May 25.
The article goes on to say there needs to be some issues ironed out, like if the buyer is still able to negotiate below the advertised price.

The ACCC will be enforcing all-in pricing under the Trade Practices Act and, for car buyers, that means an advertised price that will include the vehicle, dealer preparation and delivery charges, as well as statutory fees for registration, stamp duty and third-party insurance cover.
Yeah ok - so dealers have deals with insurance companies etc.. to get best deal ? And 3rd party costs same for all drivers - not sure on this, maybe they are.
Wouldn't you just love to be in the insurance broker car business right now ... all those little dealers wanting best insurance deal ....

Personally, i think it's the way to go, cant see how you still wont be able to knock them down as all its means is they are just adding the price of the fee's and what not's onto the price, ie a 30grand car will become 32.
Its what i'm used to being a Pom, never could understand buying a car and then having to pay a shit load money more on top
Wonky

Personally I feel that having the drive away price up front is good for inexperienced players in particular because they're often stunned to see how much stamp duty, dealer delivery, rego and third party insurance (paid together as a lump sum in Vic) add to the price.
I'm 99.9% sure people will still be able to negotiate below that - it's just a starting point for negotiations. Some suckers will think that's the price and negotiate no further, but that happens now anyway.
