Painting wheels black in Perth?

After reading several threads on the forum I am thinking I might paint the stock 19" SSV rims on my car Black.
After reading all the threads still not decided on if powder coating or 2pac is better...
Also not decided on matt or gloss finish...
Can anyone recommend a shop in Perth (SOR preferred) to get powder coating done?
What's a reasonable cost?
Any advice appreciated.
