Wrong on both counts :)
Belongs and built by the owner of S@E Automotive , ground up build , they did all the cage/tray and rear end fab work and he built everything thats bolted to the crate SBC himself all in house.

Started business couple of years ago , he had a 4 door orange HQ GTS with blower out the bonnet @ Gazzanats last year.
Theres an ad in PSC with it pictured.

As far as im aware on these type of cars is a combination of the big cam, that type of blower and the tune. I know thunder's Orange ute which has a similar style supercharger and obviously a massive cam idles like this.

Its actually the fuel attomising and then being used that causes the idle , not cam related.
Mainly due to mechaincal fuel pump I think.
Least thats what I recall but I could be a little off.

It should do an 'easy' 1000rwhp but the torque will be phenominal !
Once the rear end has been setup it can actually be driven and possibly dynoed , he has his own 2000hp+ single retard dyno so shouldnt be to much of a concern.

I believe it is blower surge.

This is caused by a rich/lean cycle at idle. As the motor leans out the RPM's increase and richen up the motor, when the motor richens the RPM's decrease and the motor leans out again. This continual cycle is known as "blower surge". With proper tuning, some of this surging should be able to be eliminated.

Yep I asked him the same question and its not cam related.

For the record , no tuning has been done yet , its fat as for start up at this stage.
