I remember the days of this practice being common...:hide:
No matter what answers you get, you won't know until they see the car (which probably means a bill whatever the outcome).

I just wonder how all these people state they're selling their car with a Rwc when they have way more mods than what I do. Where they go is what I want to know!

Don't confuse legal with roadworthy. If your car is good nick the mods shouldn't matter. I've never had a problem

^^What he said.
A safety/roadworthy certificate is issued after a vehicle passes a minimum safety standard inspection. A safety certificate covers basic things that could affect the safe operation of the vehicle, such as:
* tyres
* brakes
* steering
* suspension
* body rust or damage
* windscreen
* lights
As long as your vehicle doesn't have bald tyres, suspension leaking or chopped, busted lights, cracked windscreen or worn out brakes, you should pass ok at most places. If you still want to do a dodgy, I hear the "mobile safety certificate" guys you find on a quick google search tend to do cash jobs that are little more than a quick glance. They also tend to charge you triple the cost of a standard inspection for that quick glance though.

What is covered by a Victorian RWC...
http://www.vicroads.vic.gov.au/NR/rdonlyres/7A14DDDC-3DF3-4ADD-9821-B8C7816777A3/0/VSI26web.pdf
It includes a section on Exhaust and Emission Control, including the words..."The exhaust system must be fitted with an effective silencing device".
Does a twin 3 inch equate to an "effective silencing device" under a "proper" RWC?
End of the day, most workshops, based off the crackdowns on dodgy roadworthy's that occured years ago, will look to protect their business future, rather than look to make a quick buck. There are many examples of people that got these dodgy certificates, promising that all would be "sweet", only for it to go wrong and the workshops got burnt severely. They sign the certificates, so they take a big risk doing this practise, because the consumer ALWAYS plays dumb if they get asked questions!!!

I just wanted to add that my comments are not intended to be negative against charlie15. He wants to sell his car and is asking a question to assist himself in the process- as he is entitled to.

Recently I sold my Z senator, 100% stock. They took photos front to rear, bd test as it rattled the workshops windows, threw the gas meter in the pipe, black sheet on the windscreen for cracks/chips, verniers on the brake rotors and to be honest it was the most thorough roadworthy I have ever seen in my life.
I'd hazard a guess that you will be pretty lucky to find a workshop to do you a dodgy, this bloke reckons vicroads auditors are sharp as tacks and for $150 you are paying the same really.

Yeah, I am right with you. I would not like to sign off on a roadworthy certificate on a vehicle with obvious illegal modifications.
I don't live in Victoria any more but I used to and have been in the trade many years.
What would happen if the OP got a dodgey roadworthy and 10 minutes after the new buyer bought the car he got pulled
over by the Police and got a defect for any of the obvious faults that the OP mentioned or anything else?
Where would everybody stand if push came to shove with a dodgey roadworthy certificate being issued?

Or if the car was involved in an accident causing damage, injury or death to any party?
I'll admit in the past I've gotten a 'phoneworthy' but come to realise the inherent issues that come with it. I knew my cars were ok, just cutting corners saved mucking around.

This is where the issue arises I touched on...where the person who organised the rwc plays dumb about the mods, the "easy" roadworthy and so forth, leaving the workshop that signed it off in a steaming pile of trouble with vicroads. This sort of scenario is what led to the industry being leaned on heavily years ago, and most workshops not risking their rwc licence for a few quick bucks. Every rwc issued these days (in Vic) is required to have several digital photographs clearly showing all angles of the car, and a brake test print out, in case vicroads ask for them.

I traded in my mafless tuned SS sadly :'(
Explained the mods to them, they are now advertising it with a warranty, rwc and as having a powerful police chipped 230rwkw motor.

When it is all said and done, you take the same car to 3 RWC checks, and you will get 3 separate answers on what needs to be fixed.
It comes down to their interpretation of what is RWC item and the required tolerances etc.
A few months earlier, i had an older Classic Car and it took me 3 RWC guys to actually want to sign off on it, due to the perceived issue of an older car, go figure, and no it was a very presentable car.
To the OP, i would drive it to a couple of local RWC guys around and get their feedback right up front before you book it in to see what they will or will not do.
The trouble you have, is that selling a car, they RWC guys will put more emphasis on more items, as the come back is much higher on them to rectify if there are faults within 30 days of the RWC being issued. This is that the buyer has recourse.
If the exhaust is too loud, some will knock it and it might pay to put a standard system back on to pass it. But in the RWC guidelines, that Planet Davo just provided, i could not see noise being mentioned, only an effective system!
Good luck.....it is a pain!!
