Just need to know if the crank needs to be removed to change the reluctor wheel, or can it be removed whilst still in place?

Crank will need to come out. There are electrical circuits that can make the change.

Only converting from 58x to 24x. Not the other way around though

Don't really want to use the converter box. Has anyone ever done this surgery and what was the cost?

I presume you want to go from 58 tooth to 24 tooth. Ring a local machine or performance shop they might have a spare 24 tooth standard crank laying about left over from a stroker motor. Be the best and most economical way.
