Dyno tuning

Whats the go with dyno tuning seems like the logical thing to do when you change anything cam/heads etc is to get ur car
dyno tuned again so its perfect but they wanna charge me 1000 dollars or 500 for a retune. is there any way around this
or is it just part of the cost of making changes?
