Recommend an Error Code Reader for a VE SSV?

Hi,
I am looking to buy an error code reader, to suit VE SSv but there are so many on ebay etc that I am not sure of which one to buy.

Can anyone recommend a brand or model? (And perhaps a brief description of what the differences are and whether I will need to have an app or just google the meaning of the codes!)

I've seen them from $15 - $1500, but do not want to spend too much.

Torque Pro (or the free version) on Android/GooglePlayplus a $10-$15 OBDII bluetooth dongle off ebay. Good for reading and clearing codes on a budget. Only does PCM codes, I believe. NeededTech2 and a dealer to read and clear BCM codes.
