How does one create a picture for a members profile?

i guess u mean your avatar which sits just below your username when you post, and can also be seen in your profile.

One must firts have reached 20 posts to be allowed an avatar, but remember, no useless posts (aka post-whoreing) or they'll likely be deleted.
