Previous owner on the rego papers ? ( if it isn't a car yard )

Look for BT1 somewhere on the build plate. That is the option pack applied to all police cars.

Modified Transmission Gate (can manually select 2nd gear in auto box without depressing top of gear stick)
There is about 3000 holes under the dash where they run extra wires.
Some have double layer padding/underlaying on floor (weird)
Does your speedo have 2km increments on it?
Do you have digital speed readout on the digital screen in the dash?
Does your drivers seat fell really rigid? (most are re-inforced afaik)
Has it still got pacers on it? :p
Does it have a Sump protector plate?
2 horns?
A factory looking switch under the "mode, up/down" plate on the dash that will black out interior lights and sometimes brake lights and/or headlamps.
These are generally a good give away along with whatever might be written in the front of holden book on the glove box.
Cheers

Yep, no TRAC control, also I think map lights? I know mine has. The Owners manual should also tell you who the original purchaser was...

You forgot that the driver side of the car will probably have deflated suspension and sits lower to the ground.

My VX has 'P CAR' on the ID plate against the firewall, so I'd be looking out for that too.

All commodores, statesmans, monaros etc have P CAR on them. I think it might mean passenger car not police car.

I don't think it really matters if its a Ex-cop car, I personelly would keep away from them, only due to know facts that most of them have been flogged.
Service records don't really matter to them if the internals are all damaged.
Also Cop cars that are SS 's or XR 8 's are stock any way, they don't modify them like they use to as in the early Pursuite specials, I ve been in a Patrol car that was still on duty and it wasn't any difference than my SS.
Any Holden dealer can tell you the first/ original owner if its a Police Special it could be just a general purpose vehicle and not a chaser.
Each to their own I suppose if you got one hopefully its a good one, I had a
Ford XE 351 EX-CHASER and I never had problems with it.
