VN Problems

I just got a vn and am fixing it up for my brother and the thermo fan isnt working in the car. I have checked all the wiring and fused. I have managed to fix everything else it needs for a roadworthy but I cannot get the fan to work.The aircon also doesnt work but thats not really a big worry just thought it might help someone locate the problem. What temperature should the fan kick in?

Perhaps try having a look at the coolant sensor, I believe that controls the thermo fans, and maybe also check the relays.
