There is no difference between that clip and Chappel St (if VICPOL went on strike for a weekend)
Young idiots going bezerk with no fear or regard for their own or other's safety and inflated ideas of their driving skill.

The are lots of these clips on the web including at least one where the dickhead loses it and ploughs into the crown killing several onlookers and severely injuring others.
It looked like a ten pin strike.
