ideally, do both together but if you have to choose, do full exhaust and otr, then tune later on. that way your only tuning once and get some power straight away.

The usual manner would be - Exhaust, OTR, Edit. That way you will get the most value and performance from the modifications.

ahhh yes but seeing as most OTR's need to be run mafless i was gonna get the tune done so that the maff was not needed then do the OTR after that
and if i did the tune after why wouldn't it be the same as if i had it on there the tune stays the same and if i did a restart wouldnt that work
i just only have the money to get the exhaust then the edit i spoze i could just get the zaust then save and get the OTR and edit at the same time
by the way what are the bet OTR's to use

If this is as far as you want to go, or is as far as you will go for a year or two then yes I would do exhaust, OTR and Mafless in that order or do it all at once.
But going back to how far you want to go I would be careful what mods you get, because you can end up with serious savings if you know what direction you are going.
Take myself for example. I thought I was going to go down the bolt on path and stop there. But once I got as far as I could with bolt ons I wanted more power and I was stuck with my options. I could only go internal work from there because I already spent cash on an LS6 manifold, UD pully and OTR. So there was roughly 1200 bucks of mods there. Then my exhaust was another 1200 bucks. So $2400 worth of mods would be lost if I decided to go down the forced induction route. Oh, and also dont forget another $1200 for the Mafless tune. If you get a major mod such as forced induction, cam, head and cam and/or stroker, install price and tune does not change between a car already mafless or car that has never been tuned before.
Best advice I can give is decide on what you definitely want the end product be and then buy your mods.
BTW I'm extremely happy with what I have at the moment and where it is going now, but I know I could have saved some serious coin getting the same amount of power if not more for the same amount of cash spent.
