Network Tools - Need help

I know this is a bit off the subject but i need help. Can anyone suggest a good network tool that i can use to cap the speed and download limit other users on my home network. I'm sick of my housemate using all my free data alowence downloading porn.
My computer is the "server" i spose you could call it, running windows XP.

Any help would be good.

I think there is a software called wingate if i am not wrong which enables you to allocate how many megabytes or what facilities they can use.

Yes wingate will do the job!

You need to put another NIC in your PC and you can use wingate to be a proxy server and users can connect to it. Then you can set the user rules etc.

BlueSS - there are literally hundreds of internet connection sharing utilities available. Wingate is a common one - but costs to purchase. If inclined, go to download.com, search on firewall or connection sharing, and spend half a day looking at the options. If patient, you will find a few freeware tools that will do what you want. I've been through that whole process a couple times, but it has been a while since the last effort and I can not recommend anything. (I now use hardware to share an ADSL connection, but download limits are not really an issue for me.)

There is a tool called 'down2home' - it doesn't cap downloads but it monitors volume per day (downloaded).

It's free too. Perhaps you can install it on each client machine.
