VT II SS offset: +48, how is this measured? -

As the title describes, how is this all measured?

From the centre of the rim to the outside for a Positive offset and from the centre to the inside for a Negative offset ie. most old falcons with deep dish wheels have a negative offset. All commodores have a positive offset that I know of. Though not all the same, - VP's (maybe VR VS ?) with IRS had a different Positive offset to most others due to their narrow rear track width.

I think I've got around the right way.
