What do the user ratings , i.e. pedestrian, mean?? if anything..

Are there different levels? if so how do you qualify for them?

They are tied to your post count, after a predetermined amount of posts you will be "promoted" to a new ranking, all in all they nothing to your forum experience, one of the mods can indicate the threshold post counts to move up the ladder :D
