Just a quick tip. The more fonts you have installed, the slower Windows will be to start up. Rather than just getting as many fonts as you can and installing the lot, choose the ones you actually need. Then again if you don't mind Windows taking a while to boot, go for it.

Does it make windows slow to boot or just the app that uses the fonts?

Windows pre-load all the installed fonts at boot time. So it will slow down the boot process. How much it slows down will depend on the number of fonts, the size of the font files, where on the HDD they are stored ( phyisical location ) and if they are fragmented. It may not slow it down much, or it may slow it down a lot. Once windows boots though, applications should not be affected verry much.
