Don't know what sort of riding you're planning on doing but whether its dirt squirting, commuting or both there are better bikes to be had.
It would probably be a good bike to learn on but after a short time I image you would be getting bored and looking at something quicker, better etc etc.
For the money, you can buy some pretty good near new dirt bikes. May as well let someone else take the loss on buying brand new and spend the savings on gear.
WR, DRZ, KLX and XR 250's would all make good propositions.

depends on what your main use a needs are.
A had a TTR 250 great bike for on and off road. off road the electric start was great when stalled on a hill etc, kick starting in some situations is near impossible. no need to get off just hit the button. i used it for jumps and table tops etc seemed to handle it.
WR is faster but i didn't need faster, WR is more offroad. But Wr's cost a packet to rebuild and need it more often than the non racing engines. $2,500 for a rebuild on a WR...
Dirt only use? i still prefer the YZ250, can still buy them new. less expensive than a WR to rebuild and faster than a WR400. at most outings on average the yz250 beats most std 4's in outright speed etc light and quick...
PS i like blue bikes

i agree with most of what you said except this

just totally not true sorry, a 2008 YZ250 (assuming you mean 2 stroke) is nowhere near as fast as a 2008 YZ450f of CR450 etc.....hence why you never see 2 strokes on the starting gates anymore
hate to say it but 4 strokes are just faster now
and also the TTR250 is very different to the TTR230, the 230 is much smaller and has a whole lot less power,
im with oppy lock something like a 2nd hand DR400 or WR250 would be a better buy in my eyes
both are fine to learn on (especially the DR) but wont you wanting more after just a month or 2.

yeah maybe the latest ones not been out with any newer ones recently.
i thought no 2 stroke at the gates because of noise pollution etc trying to get away from them. you used to have 250 2's against 400 4's to be even. but not been racing for years. so only see who who see around the trails these days. 250 2's still lighter than the 4's easier to throw around
