In Sa you have to have a custom plate on a registered car( if not someone else can order that plate) and you cannot get a custom plate unless its assigned to a car when ordering.Quote:

The reason I did the check on the registration was that when I first saw the picture I thought it looked like
the number plate could have been edited with some sort of photo chop.
