The master plan has been lodged with the State Government's Development Assessment Commission for approval.
The design includes a three-configuration race track and pits, drag strip, burn-out pad, rally track, four-wheel-drive adventure park, drift circuit and garaging, skid pan, go-karting facility, BMX tracks, cycling trails, and water sports facilities.
Supporting facilities include an industrial estate, an airstrip and helipad, an On The Run service station, expo building, hotel motel, caravan park, camping ground, dining and bar facilities, vendor outlets, broadcasting facilities, grandstands and paddock garages.
"It's moving ahead quite nicely ... I suspect it will take a couple of months to assess something of this complexity." Mr Cammell said a highlight of the 1900-acre park design was a 7.2-kilometre race track, which could potentially hold a V8 Supercars race as early as 2016.
"I believe it's the largest in the southern hemisphere," he said.
"People talk about Bathurst, but this is bigger and a higher standard."

The Advertiser can reveal the next step in the state’s bid for a sister event to the Clipsal 500 has fallen into place with the lodgement of plans with the State Government this week by the Peregrine Corporation for a $40 million, 768ha motorsport park at Tailem Bend.
V8 Supercars spokesman Cole Hitchcock told The Advertiser that with fast-tracked approval from the State Government’s Development Assessment Commission and a construction finalisation date of early next year, a Tailem Bend event could be in place for the second half of 2016.
“Tailem Bend is absolutely on our radar and 2016 is absolutely a possibly now, no question. We haven’t put a time frame to the idea, but this is now one step closer,’’ he said.
“It is too early to say when in 2016 because each calender is so complex to put together and it is about all the events and not just the two SA races.
Two-hundred-and-fifty pages of plans lodged with the Development Assessment Commission reveal for the first time the scope of the Tailem Bend project, which will lay claim to being the largest and best in the nation.
The V8 track will be built to international standards and will be 1km longer that the iconic 6.2km Bathurst Mount Panarama circuit.
Also included is a 100m-long, four-storey pit and corporate box facility, a 100-room four star hotel, a 2km-long bitumen runway for small planes, including jets up to 12-seaters, a drag strip, a 4wd track, rally track, caravan park, industrial estate, indoor 600m go kart track and permanent grandstand seating for 10,000."

This year’s season of the Shannons Nationals will open with a bang at The Bend Motorsport Park, with Australia's newest circuit to host the inaugural round in April, 2018.
Round one of the Shannons Nationals will also mark the first national motor sport event to ever be held at The Bend.
The Australian GT Endurance Championship will be battling it out on the 7.7km GT Circuit, the second longest permanent race circuit in the world!
