Hey, years ago when I was young and got a few defect notices on cars or needed RWC's in Victoria

we would simply swap wheels, tires, springs, exhausts or whatever we needed to get the car through,

I am sure loads of people have done and will keep doing the same.

Paying some monkey $400 or $500 extra income won't change much

& it could possibly put that 4 new tires they need out of the budget so they borrow them to go through the inspection instead.
I think the Police are stretched beyond their limit Ed. I was next to a Camry the other day that had (I shit you not) no front bar, no headlights and no front left quarter panel/guard. Would not have looked out of place in Venezuela
