Id be calling the tuner first, ask their opinion. Any reputable shop should look after their customer.

First step should be to speak to the tuner.
Doesn't sound too unusual to me. Cousin's VE 222/226 gets 22-23L around the burbs, my Vy 210-214 does around 17 - 18 around the burbs.
A 50km/h average speed isn't 'around the burbs' though. It would be a lot lower, like 30odd.
A few points in this.....
- I read the first post as the average fuel usage being read post tune but before reset. So it included the tuning which won't help.
- Short trips result in worse average fuel usage than longer trips (providing you are actually moving.....)
- With the cold weather we are having, the warm up times will worsen average fuel usage.
- High stalls certainly don't help and need special attention in the tune.
I still think 23L/100km is a tad high though. I'd be checking the operation of the O2 sensors first and then looking at the tune.
