... that pic is not taken in the USA, it was in Deutschland I reckon looking at the road sign and ignoring the car (yes it is bad!)

the E40 from near Liege in Belgium becomes Route 44 at the German border on its way to Köln (Cologne) and it is totally possible
I have actually driven past that spot on one of our european sojourns
