That part of the FAQ is the standard FAQ that comes with the forum software. So that portion of the FAQ has been there ever since the Reputation feature was available in the software, it has only recently been activated as people are noticing.

Yes we did but it was abused, there are far better flood controls on the feature now so let's give it another go
