If my memory serves me correctly 18X8 Commodore wheels are +48mm offset, the ones mentioned are +43mm which will increase the vehicle's track over the largest size optioned for a VT however, I'm not sure what offset the standard 6" wheels are and how the two relate. Although it's probably unlikely, your +43mm 9.5" wheels may not increase the track over the standard 6" wheels by more than 26mm so they might still be legal going by note 4 above. If you can find a 20x9.5 with a +48mm offset and the appropriate sized tyres that aren't more than 1.3 times wider than the front, meet the overall diameter specs and clear the bodywork inside and out and suspension they should be perfectly legal in QLD, I hope this helps.
